According to Debian policy, the purpose of the Vcs fields in debian/control is to point to a publicly accessible repository for the Debian *source* package. http://www.debian.org/doc/debian-policy/ch-controlfields.html#s-f-VCS-fields It looks like you're using the Vcs fields to point to the upstream repository as there is no debian/ directory there.
