After purging the php5-cli package, you should try to remove ucf references.
Do: ucfq php5-cli and then ucf --purge /etc/php5/cli/php.ini ucfr --purge php5-cli /etc/php5/cli/php.ini After that the 'ucfq php5-cli' command should return an empty list. If that doesn't help you probably should handedit /var/lib/ucf/hashfile and /var/lib/ucf O.
