So, there are two things: - This is supposed to only happen once, so this should only happen when you upgrade from an older version to version 10. The extensions.shownSelectionUI preference should be true after the dialog is shown and this shouldn't show up for any subsequent update. - Language packs shouldn't show up in there, but that it shows up for other addons is the intended behaviour, although it might be better to default to keep, for them.
