As you yourself state, those sentences grant additional permissions
beyond the GNU GPL v2.
If the copyright holders (all of them) are fine with this, so be it.
But then, the debian/copyright file is inaccurate, since it doesn't
mention any additional permission and thus does not reflect the actual
copyright.
Please reopen the bug and fix the debian/copyright file.
