The version 3.1-3~exp6 should fix this issue:
$ ls -al $(dpkg -L llvm-3.1-dev|grep /usr/lib/llvm-3.1/include/llvm)
lrwxrwxrwx 1 root root 30 nov. 9 14:53 /usr/lib/llvm-3.1/include/llvm
-> ../../../include/llvm-3.1/llvm
lrwxrwxrwx 1 root root 34 nov. 9 14:53
/usr/lib/llvm-3.1/include/llvm-c -> ../../../include/llvm-c-3.1/llvm-c
