While it appears that gnome understands

icon="stopwatch.xpm" 

to mean that the .xpm is in the /usr/share/pixmaps directory, this is not 
universal for all window managers. For example, on startup throws the error 
message:

ObRender-Message: Cannot load image "stopwatch.xpm" from file "stopwatch.xpm"

and there is no icon next to the stopwatch menu item.

If the menu file is changed to read

icon="/usr/share/pixmaps/stopwatch.xpm" 

it works as expected.
