The terminfo descriptions are the same.  This suggests a bug in
ncurses, between the 5.4-4 and 5.5-1 packages.  That's from the
20040320 patch to now, a rather long time.

It's still unlikely there, since top is a terminfo application rather than
a curses application.  Aside from tinkering with sgr0, terminfo interface
has been very stable.

If it'd been the previous release of Debian, I'd point at top which did have this sort of bug in that timeframe. But it's unlikely that a 3.1 system would have an old version of top. (On the other hand, it's possible that the bug is still present since cygwin seems to be the only common terminal type that would have exposed the older bug).
