I was experiencing a similar problem, some ogg files were not playing with xmms... xmms would not recognize the bitrate, try for a few seconds, then move onto the next ogg file.
I found that if I changed the MPEG Layer 1/2/3 plugin settings (libmpg123.so) on Options to Extension (previously set to Extensino and content), it worked better.
