As far as I know, all MTA need to include both /usr/sbin/sendmail and /usr/lib/sendmail. Pleae have a look at http://release.debian.org/wheezy/rc_policy.txt, point 5 (General), letter l (Mail). I am not an expert of MTA, and I never heard of citadel-mta, so I cannot better check about it. Could you please verify that it is an MTA providing all required commands?
