I ran "dpkg-reconfigure libapache-mod-ssl" as recommended in
README.Debian, and the generated /etc/apache/ssl.key/server.key was
created with permissions

    -rw-r--r--    1 root     root          891 2005-10-18 00:00 
/etc/apache/ssl.key/server.key

This should be readable only by root.
