Why not keep files where they are, have the entry in fmtutil.cnf commented (as in teTeX upstream), and inform people in the documentation of the texinfo package how to process russian text. On the other hand, I think it might be a good thing if texinfo (upstream of course) would provide commands to switch hyphenation patterns (and maybe also hardcoded text like Chapter, Table of Contents etc.) for use with a different language, without using a different format.
