Downstream report: https://launchpad.net/bugs/1038199 If /var/cache/bind cannot be written to due to bug 316241 in an otherwise default installation, or (I haven't tried this) apparently if managed-keys-directory is not specified in the configuration, then named consumes 100% CPU.
