With 2.24.14-1 (currently available in experimental) you can change the default from recent to cwd in ~/.config/gtk-2.0/gtkfilechooser.ini via StartupMode=recent|cwd
A future version of gnome-tweak-tool will have a proper UI for changing that setting. gtk 3.4 or 3.6 currently don't have an equivalent config option but is scheduled for 3.8.
