Dear Ansgar, thank you for your reply. Since it was decided to remove the optimized packages and give locally built packes a higher priority as debian/README.Debian states and users were encouraged to building optimized Atlas packages I still think it should be a build-dep. Or at least the description in debian/README.Debian, chapter "Building Optimized Atlas Packages on your ARCH" should mention the needed devscripts.
