Isn't python, python-dev and python2.4, python2.4-dev redundant and potentially
a conflict?

python-dev depnds on python2.3-dev (>= 2.3.4-18)
http://packages.debian.org/unstable/python/python-dev

So does bzr really need both python2.3 and python2.4 in order to build?

And since you are putting 2.4 on the python packages, for completeness, why not
python2.4-docutils ?
