debhelper was 7 when squeeze freeze was going on.  This came from those days

Well ... you are more qualified than me ...  I am a Japanese speaker.

I propose to fix this in 2 steps.

Step 1 possibly for wheezy:    s/7/9/g
       (including translations)

Step 2 for post-wheezy: add reminder to check the current recommended debhelper
                        version in debhelper(8) manpage.
