This upgrade bug is trivially reproducible -- install and configure 
ocsinventory-server with dbconfig-common in squeeze and then upgrade to 
wheezy.

It is not possible to convert a config file into a conffile as has been done in 
this package between squeeze and wheezy. The new conffile will always have a 
different md5sum to the currently installed file and so dpkg will prompt on 
upgrade. The solution to this bug is probably to move the config file template 
back to /usr/share and copy into /etc on install (not upgrade) and if the 
config file does not already exist.
