Does having febootstrap installed hurt? I assume that you are using the fixed appliance provided by upstream; is that correct? If febootstrap-supermin-helper is not used in that case, turning the Depends into a Recommends may be possible, but not without changing the scripts that are used to build a supermin appliance.
