I am orphaning package ulogd, since my spare time is really limited, and the package needs a lot of attention to be migrated to v2+ Since there are new dependencies to a newer that current version of libnfnetlink and libnetfilter-conntrack3, whoever chooses to adopt this package should look into adopting those also, or try to coordinate with their maintainers.
