Well, modal dialogs are generally regarded as a very poor design. There may be exceptions, but certainly not for a Preferences dialog, which makes the UI more difficult to use, e.g. when one wants to try different preferences. Perhaps this bug could be retitled vlc: the Preferences dialog shouldn't be modal and lowered to wishlist.
