Slightly earlier than expected... Had some spare time tonight. Please find attached a log file with two removals of flashplugin-nonfree by apt-get and two consecutive installs by Apper. The first one succeeds, the second failed. As already mentioned in this bug, the LANG/LANGUAGE settings are different between the two cases. en_US.UTF-8 (success) vs en_US.ISO-8859-1 (failed). Now you see more in the wget error report: unable to resolve host address `859-1', clearly indicating it is parsing part the locale. Observations, I don't know where it comes from. Hope this helps.
