Yes, that's precisely the case.

OK, I have no problems uploading a new version of the package with a
modified structure, but there's a catch: I can't upload to the archive
anymore, since the FTP masters changed the way that permissions are
given to Debian Maintainers:

Can I kindly ask you to upload a file containing permissions for me to
upload to the archive? If so, then I will be able to upload a new
version of youtube-dl to the archive (including the change in the
packaging).
