Sure, that is perfectly understandable. But: If the user chooses to set
up the database manually, you should not install and enable the OTRS
Apache config but instead let the user do that manually too. Otherwise,
installation will fail, although everything is fine (it's just that the
database is not yet configured!).


then also the cronjobs and so on have to be disabled. I would more vote for a feature in dbconfig-common to remove per package the skip dialog in such cases.
