I've just reproduced the problem on a fresh squeeze VM here. Since the alternatives priority bump that causes ruby1.9.1 to be the default ruby in wheezy is in package ruby1.9.1, I think it makes sense to also declare the Breaks there so in the case where ruby1.9.1 is also already installed in the system before the upgrade, it will work accordingly.
