debian/shlibs.local file:

However, removing shlibs.local and rebuilding drivel in a clean sid
chroot results in a package that depends on libgtk2.0-0 (>= 2.18.0), so
shlibs.local actually leads to a too loose dependency.  I think the
file should best be dropped.
