I seem to remember that there was a bug in parsing those headers. This
has likely been fixed in 0.60 or later.
Can you try (a backport of) 0.63-1 which is currently in unstable and
see if this fixes your problem?

Can you try to set up a fresh subversion repository and create an svnweb
installation similar to your installation, without the secret data?
