You are right. As a fast workaround, go to http://packages.debian.org/sid/debdelta and download the latest version for your architecture and install it. I try to keep 'debdelta' as simple and as backward-compatible as possible, and indeed I use the sid version in two squeeze boxes and it works for me. (If it does not work for you please report).
