Anything in http://svn.apache.org/repos/asf/subversion is maintained by Subversion upstream. Patches and discussion are welcome at [email protected]. (You may have to subscribe in order not to be moderated.) I should also note that the Subversion Perl bindings and the example scripts that use them are not very well maintained, because most upstream developers are not really Perl programmers.
