It doesn't actually seem to have been fixed upstream in `url'
CVS, but the actual fix is simple, so I have applied it as well
as upgrading to the latest upstream CVS.

Upstream development separate from Emacs has actually stalled
now, because `url' has been incorporated into Emacs CVS.  The
best version of `url' is therefore probably in emacs-snapshot.
