The problem was the rewrite in python, which moved everything into the pyshared directory. I intend on fixing this for the upload of 1.1, but I unfortunately can't commit to a timeframe. Upstream is very receptive of patches and would probably accept a suggestion to move these back into /etc, so if anyone wants to step up before I get around to it, feel free to send patches upstream!
