With resolv.conf containing

search dom1 dom2 dom3

host host1.dom1

results in

host1.dom1 has <ip>
Host host1.dom1.dom3 not found: 5(REFUSED)
Host host1.dom1.dom3 not found: 5(REFUSED)

which for this nameserver is correct since it only serves domains for dom1, but 
is bind9-host failure because a) it shouldn't try dom2 or dom3 because there is 
a dot (and default ndots is 1), and (reported as a separate bug), it's trying 
dom3 twice instead of dom2 and dom3.
