The symlink is still missing. On emacs-snapshot with auto-lang.el [1] 
enabled:

And, obviously, /usr/lib/ispell/english.hash doesn't exist (not as a
symlink neither as a file). As soon as I manually create the link to
american.hash or british.hash ispell works smoothly.

A similar bug on SuSE is here [2] or on Debian, but general and not Emacs
specific, here [3].

IMHO the solution is a debconf option when installing both iamerican
or ibritish: you should choose the default english symlink (something
similar to xdm/gdm/kdm).

PS, severity to important because it's not a wishlist, but a real bug
and in some cases breaks flyspell.
