There's experimental, that's where I'm packaging the new version of publican which requires this. I would be happy to see the latest version in experimental. And BTW some of the new upstream releases were released before the freeze, 1.77.0 and 1.77.1 dates back to may and june last year (and in fact that's the minimal version that I need for publican).
