I can confirm that the proposed change in the initscript fixes this
issue for me. Before Puppet wanted to start the service every run
although it was already running.
Weirdly this bug is masked if you run systemd (because systemd
implements status differently), except if you also run puppet from
systemd :-\ I guess this is due to the two-stage lsb-functions redirect.
