The difficulty is how to identify the programs that are not all that
necessary. One could start with a 'opt-out' list, though:

tetex-bin-x11: 
xdvi mf(w)

tetex-bin-extra:
omega, aleph, omfonts, odvicopy, odvitype, otangle, otp2ocp, outocp (Omega)
mpost, mpto, makempx (MetaPost)
texexec (ConTeXt)
pltotf, tftopl, vftovp, vptovf (TFM/VF conversion)
...
