If you read <URL: http://wiki.debian.org/?LSBInitScripts >, you find
this description of $local_fs:

  $local_fs  all local filesystems are mounted

It is currently defined to the point where mountall is executed.  If
discover no longer need /var/, I guess you could remove $local_fs from
the list of dependencies.
