I don't think it's a bug, you'd better check your keyboard layout setting and input method list.
Fcitx might be using a one layout while there is a input field, and another while there is not. (I think it's qwerty and qwertz problem) You might want to override other input method input method to qwertz to use "z" related hotkey reliably.
