However, the material that follows seems to be for people upgrading
*to* 3.0.x.  Otherwise, it would be relevant to the upgrade from
3.0->3.1 that I just went through as the package migrated to testing.

I notice most of the subsequen headers of the form "Upgrading from,"
while the top header is "Upgrading to" 3.1.0.  So I'm not sure what
should go here.

Almost certainly an upstream issue.
