This is still the case after transitioning from zsh-beta to zsh.
Other files which may be moved from zsh-common to zsh-doc:
Etc/completion-style-guide
Etc/zsh-development-guide (maybe also moving to zsh-dev?)
FEATURES (not sure if that's useful in the default installation)
MACHINES
