I consider nvidia-settings to be an accessory and have no idea what a 
'wrapper' should be.

Let me put it differently: if the plugin would be available from 
non-free[1], would this package have any reason to exist?

[1] BTW, why isn't this the case already, is the plugin un-distributable 
by Debian?
