I don't understand this bug report, please provide more information. What did you expect it to do? What makes you think Emacs does the wrong thing? What difference do you observe between emacs21 and emacs-snapshot?
Perhaps you're misunderstanding the purpose of the variable `number-of-diary-entries': it specifies a number of days, not a number of entries. And it works as intended in my tests.
