We are building the vala packages with --disable-unversioned, this means that not only valac, but also the .pc files are versioned, e.g. /usr/lib/x86_64-linux-gnu/pkgconfig/libvala-0.20.pc While we do manage a /usr/bin/valac symlink via alternative, we do not offer the same for libvala, that's why there is no unversioned libvala-dev package. We only have very few packages requiring libvala, so it didn't seem necessary and worth the effort, to provide such an unversioned libvala-dev package.
