Are you still seeing this behavior? I tried to reproduce it to see if anything has changed or if some of new Vim changes had helped, but didn't see any noticeable performance problems. I bisected back to the patch that introduced the general slowness in syntax-based folding and didn't notice the behavior you describe in any of the steps along the way. Either I'm not following the directions you provided properly or the folding computation isn't the dominating factor on my computer.
