Since 1.3, this should be possible, using --user instead of setting a prefix. While this doesn't solve your specific problem, it should allow you to install a newer version of a system package, locally. See https://github.com/pypa/pip/pull/705 I'm not going to close this bug in the 1.3.1 upload, as this specific issue isn't dealt with. I recommend filing it upstream.
