That's for upstream bugs (i.e. https://bugs.launchpad.net/apt).  Unless
you've actually verified that it's an upstream bug, it's best to leave
it as an Ubuntu bug (i.e.
https://bugs.launchpad.net/ubuntu/+source/apt).  And in general one
should only forward bugs upstream from a distribution after doing enough
work to turn it into something that a developer can act on, anyway.
