Opinions are not of interest here.  You're welcome to argue why this
behavior should not be considered as a bug.

I'd consider it even as a security-critical one.  The cache file may
contain sensitive data.  The user doesn't necessarily assume that
programs put sensitive data into her ~/tmp.  When she shares the content
of ~/tmp with others, assuming it contains only files she has placed
there before, this will lead to information disclosure.
