Hi, I did build tk_octave locally. As Dirk pointed the decision to not install some packages in extra is an an upstream decision I guess you may want to close to downgrade this bug in view of this. (I think the NOINSTALL file flags packages that are not ment to be installed).
However I would note that packages in extra are not in violation of DSFG. tk_octave in particular is public domain. I think the problem is with conflicts and stability.
