It happened to me before, that upon restarting cinnamon panel will become
unresponsive, not even mouseover events will work.
Looking at the .xsession-errors file I see this exception, that seems relevant:

Strangely, at that part in the code, there is a call to Math.round, so I don't
understand why this is happening.
I couldn't find where the value was coming from, and it was a fresh install, so
I just wiped my home directory to fix it. Now I don't know how to recover
cinnamon..
