A couple of things: 1) I do know an address where the author can be contacted
2) This package is in the middle of being adopted by Cai Qian who I believe is trying to resolve this issue. (see #329485) 3) From discussions with the author I discovered he has permission to use toon_root.c under the xsnow license, he just never stated that anywhere. 4) You should have asked the maintainer where the license status was before duplicating discussions with upstream.
