The use of symlinks in relation to public shared libraries are 
documented in Debian Policy ยง8.

d-shlibmove is for public shared libraries.  If you have an unusual 
situation (e.g. plugins or other private libraries) not needing 
symlinks, then d-shlibmove is the wrong tool to use.
